This is a seminar on the constitution of the Republic of China on Taiwan, taking a comparative and institutional approach.
The course starts with a general discussion on constitutionalism and democratic development. Then its focus will move to how the ROC constitution was formulated, and why it has been surrounded with controversies, particularly in recent years.
A major portion of the semester will be devoted to a critical analysis of the existing government system, on both its legal and political aspects. And evaluations will also be made regarding various suggestions for improvement.
